菲律賓:水泥進(jìn)口關(guān)稅有必要
菲律賓水泥生產(chǎn)商協(xié)會(huì)主席在一次聲明中說(shuō)到,由于煤炭、柴油、電和一些其他原料的成本增加,水泥生產(chǎn)商很難和進(jìn)口商競(jìng)爭(zhēng)。
菲律賓工業(yè)貿(mào)易部門(mén)聽(tīng)取了水泥生產(chǎn)商們的意見(jiàn),從去年三月開(kāi)始對(duì)每袋40公斤的進(jìn)口水泥征收20.60菲律賓比索的保護(hù)稅,今年三月,由于菲律賓水泥價(jià)格上漲,該稅額減少到15.60比索。
一家日本公司向法庭對(duì)保護(hù)措施提出疑問(wèn),在去年7月的一個(gè)控訴中,最高法庭駁回了關(guān)于支持保護(hù)稅的決定。但菲律賓工業(yè)貿(mào)易部門(mén)已起草了一份文件希望最高法院從新考慮有關(guān)的決定。
水泥生產(chǎn)協(xié)會(huì)主席說(shuō),實(shí)行保護(hù)稅措施有利于保護(hù)工業(yè),一旦保護(hù)稅消失,生產(chǎn)商們則需要更多地改進(jìn)運(yùn)作并隨時(shí)準(zhǔn)備和進(jìn)口商競(jìng)爭(zhēng)。他說(shuō)生產(chǎn)商們已經(jīng)開(kāi)始采取了一些措施,如改變債務(wù)結(jié)構(gòu)、研究其它燃料以減少對(duì)電和進(jìn)口煤的依賴,提高管理和運(yùn)作效率,改善管理方法,加強(qiáng)對(duì)新產(chǎn)品的研究和開(kāi)發(fā)。
他還說(shuō),保護(hù)關(guān)稅應(yīng)該保留,因?yàn)樵趤喼薰?yīng)過(guò)額仍舊存在,這就意味著向低關(guān)稅國(guó)家如菲律賓傾銷(xiāo)的威脅也隨時(shí)存在。

Cement duty now more necessary, say producers
A GROUP of cement makers said the recent upward trend in costs of production inputs made it more necessary for the government to impose safeguard duties against imports.
Felix Enrico Alfiler, president of the Cement Manufacturers Association of the Philippines, said in a statement that the upsurge in costs of coal, diesel fuel, and electricity, among others, made it more difficult for cement producers to make the needed adjustments to be more competitive with low-priced imports.
The Department of Trade and Industry, acting on petitions of cement makers, imposed a safeguard duty of P20.60 per 40-kilogram bag of imported cement starting in June 2003. Last March it cut the duty to P15.60 on account of rising prices in the local market.
In a ruling issued last July, the Supreme Court overturned a decision of the Court of Appeals that upheld the safeguard duty. A Japanese firm had questioned the legality of the safeguard measure with the lower court.
The Department of Trade and Industry has filed a motion for the Supreme Court to reconsider its decision.
Alfiler said implementation of safeguard measures, while protecting the industry, would require producers to improve operations and prepare to compete with imports once the safeguards lapse.
He said cement makers had adopted such measures as debt restructuring; research on alternative fuels to reduce dependence on electricity and imported coal; increased management and operational efficiencies, improve management techniques; and intensified product research and development.
Alfiler said the safeguard tariffs should be retained because there was still an excess of supply in Asia, which poses a threat of dumping in low-tariff countries such as the Philippines.
