1.Conditions for solicitation of tenders

The bidder of this tender project is China Harbor Engineering Company Limited for the China Harbor Upgrading Project of Apia Port in South Pacific Samoa (project name). The project has the bidding conditions, now open tender for the procurement of cement (material name).

1. 招標(biāo)條件

本招標(biāo)項(xiàng)目南太平洋薩摩亞阿皮亞港中國(guó)港升級(jí)改造工程（項(xiàng)目名稱）的招標(biāo)人為中國(guó)港灣工程有限責(zé)任公司。項(xiàng)目已具備招標(biāo)條件，現(xiàn)對(duì)水泥（物資名稱）采購(gòu)進(jìn)行公開(kāi)招標(biāo)。

2.Overview of the project and scope of the tender

(1) Removal of 8t and 20t torsion blocks from the existing breakwater, removal of existing breakwater stone, supply and replacement of core material, and raising the top elevation of the new breakwater from 4.6m to 7.2m. Prefabrication of new Xblock breakwater precast blocks, volume 16m3, weight about 38t.

(2) Newly constructed or re-installed beacons.

(3) New jetty heavy duty pavement and refurbishment of existing pavement;

(4) Rainwater harvesting system, electrical system upgrade;

(5) New reefer outlet with 30m floodlighting, repair of fuel lines and wires including prefabricated manhole covers;

(6) Replacement of some existing dock panels, small fencing;

(7) Design and construction of equipment repair shop;

(8) Demolition and reconstruction of Shed 1 including new rainwater harvesting system etc. and demolition of existing customs building;

(9) Design and construction of scanner room, design and construction of inspection shed;

2.項(xiàng)目概況和招標(biāo)范圍

(1) 拆除現(xiàn)有防波堤上的 8t 和 20t 扭轉(zhuǎn)塊，清除現(xiàn)有防波堤石料，供應(yīng)和更換芯材，并將新防波堤頂標(biāo)高從 4.6m 提高到 7.2m。預(yù)制新的 Xblock 防波堤預(yù)制塊，體積為 16m3，重量約為 38t。

(2) 新建或重新安裝航標(biāo)。

(3) 新建防波堤重型路面，翻新現(xiàn)有路面；

(4) 雨水收集系統(tǒng)、電氣系統(tǒng)升級(jí)；

(5) 新建帶 30 米泛光照明的冷藏箱出口，修復(fù)燃油管道和電線，包括預(yù)制井蓋；

(6) 更換一些現(xiàn)有的碼頭面板、小型圍欄；

(7) 設(shè)計(jì)和建造設(shè)備維修車(chē)間；

(8) 拆除和重建 1 號(hào)倉(cāng)庫(kù)，包括新建雨水收集系統(tǒng)等，并拆除現(xiàn)有海關(guān)大樓；

(9) 設(shè)計(jì)和建造掃描儀室，設(shè)計(jì)和建造檢查棚；

3.Bidder qualification requirements

3.1 The tender requires the bidders to have the qualification of cement production or sales, and have the corresponding supply capacity with this tender.

3.2 This tender does not accept (accept or not accept) consortium bidding.

3.投標(biāo)人資格要求

3.1 本次招標(biāo)要求投標(biāo)人須具備水泥生產(chǎn)或銷(xiāo)售資質(zhì)，并具備與本次招標(biāo)相應(yīng)的供貨能力。

3.2 本次招標(biāo)不接受（接受或不接受）聯(lián)合體投標(biāo)。

4.Obtaining Bidding Documents

4.1 Anyone who is interested in participating in the bidding, please log on to CCCC's Supply Chain Management Information System at http://ec.ccccltd.cn from 08:00 on August 29, 2024 to 18:00 on September 07, 2024 (Beijing time, the same below).

4.2 The bidding documents are priced at USD 0 per set.

4.3.1 Suppliers and superior suppliers who are already on the net and have passed the bidder's tier suppliers or have added the bidder as a cooperative unit can directly register and participate.

4.3.2 In the network level unit suppliers have not increased the bidder as a cooperative unit need to apply for cooperation intention through the registration to participate.

4.3.3 Units that have not registered in the supply chain system are required to register, recommend the unit or unit of cooperation intention to select the bidder, and only after passing the audit can they enroll and participate.

4.招標(biāo)文件的獲取

4.1 凡有意參加投標(biāo)者，請(qǐng)于2024年08月29日8時(shí)至2024年09月07日18時(shí)(北京時(shí)間，下同)，登錄中交集團(tuán)供應(yīng)鏈管理信息系統(tǒng)http://ec.ccccltd.cn完成投標(biāo)報(bào)名并下載電子招標(biāo)文件。

4.2 招標(biāo)文件每套售價(jià)0美元。

4.3.1 已在網(wǎng)并且已通過(guò)招標(biāo)人層級(jí)供應(yīng)商或已增加招標(biāo)人為合作單位的供應(yīng)商、上級(jí)供應(yīng)商可直接報(bào)名參與。

4.3.2 在網(wǎng)平級(jí)單位供應(yīng)商未增加招標(biāo)人為合作單位需進(jìn)行合作意向申請(qǐng)通過(guò)后報(bào)名參與。

4.3.3 未注冊(cè)供應(yīng)鏈系統(tǒng)的單位需進(jìn)行注冊(cè)，推薦單位或合作意向單位選擇招標(biāo)人，審核通過(guò)后方可報(bào)名參與。

5. Presentation of Bidding Documents

5.1 The deadline for submission of bidding documents (bidding deadline, the same below) is 18:30 on September 12, 2024, and the bidders shall submit the electronic bidding documents through the supply chain management information system of CCCC Group before the deadline.

5.2 The supply chain management information system of CCCC Group will reject the bidding documents delivered late.

5.3 The supplier's offer document for e-procurement consists of the electronic offer form and attachments together. When there is a conflict between the contents of the electronic quotation form and the attachments, the data in the electronic quotation form shall prevail.

5. 投標(biāo)文件的遞交

5.1 投標(biāo)文件遞交的截止時(shí)間（投標(biāo)截止時(shí)間，下同）為2024年09月12日18 時(shí)30分，投標(biāo)人應(yīng)在截止時(shí)間前通過(guò)中交集團(tuán)供應(yīng)鏈管理信息系統(tǒng)遞交電子投標(biāo)文件。

5.2 逾期送達(dá)的投標(biāo)文件，中交集團(tuán)供應(yīng)鏈管理信息系統(tǒng)將予以拒收。

5.3 電子采購(gòu)的供應(yīng)商報(bào)價(jià)文件由電子報(bào)價(jià)表及附件共同組成。當(dāng)電子報(bào)價(jià)表與附件內(nèi)容沖突時(shí)，應(yīng)以電子報(bào)價(jià)表的數(shù)據(jù)為準(zhǔn)。
